A Fair Biddiing Process by the MTA?

On September 7 Ratner upped his bid for the Atlantic Yards in Brooklyn to $100 Million Dollars. That was a doubling of his original bid of $50 Million dollars. Extell, a rival bidder who came up with a plan for the area partly based on community desires offered $150 Million to the MTA for the right to develop there.

The MTA later approved Ratner's bid even though it was lower than the Extell bid. More at the NYTimes (who is having a building built for them by Ratner on land that was grabbed through Eminent Domain)
